To answer your questions:

Do not enable "Smart Zone" if you want to keep your manual durations.

Simply use User Programs and ensure "Rain Skip" is toggled on in Settings > Preferences>Rain>Skip.
This way, the system follows your fixed schedule strictly but will still use weather data to skip cycles when it rains. You get "Weather-aware" watering without "AI-control."

If your Fixed Schedule is not skipping on rainy days despite having the option enabled, it is usually due to one of the following reasons:
Rain Skip Threshold: Go to Settings > Preferences and check your "Rain Skip Threshold." If the forecast shows 2mm of rain but your threshold is set to 5mm, the system will proceed with watering because the rain is not considered "sufficient" to skip.
Location Accuracy: Please verify your home address in Settings > Location. Netro relies on local weather stations; if the address is not precise, the weather data might not reflect the actual conditions in your garden.
