I imagine it might be average data from people around you that might have sensor. These depend on shade, slope other factors but likely the value is correct most of the time. 

I would advise to use the smart schedule that takes weather conditions and make a nice schedule depending on your watering needs. It will skip watering or increase frequency if it is too hot
